Policy on Public and Private School Substitute Teaching During Enrollment in the
B.Ed. Teacher Education Program (Oahu and Statewide)

Policy on Public and Private School Substitute Teaching During Enrollment in the
B.Ed. Teacher Education Program (Oahu and Statewide)
When teacher candidates have met the requirements for becoming an official substitute teacher on the island
where they reside and/or in the school where they are placed for field experience or student teaching, the following
policies are established (on Oahu, DOE substitutes must have a B.A. or B.S. and have completed the DOE
substitute training course):
1. During Semesters 1, 2, 3, & 4 (ITE 317, Field Experience and ITE 390 Student Teaching): With the approval of
the school principal, the teacher candidate may choose to substitute teach for any teacher at any school on days that are
not the *two established field or ITE course days. Since student teachers are in the field five days/week during the
semester, the only non-field days would occur before the start and at the end of the official University of Hawaii at Manoa
semester.
2. During Semesters 1, 2, & 3 (ITE 317, Field Experience): With the approval of the school principal, the teacher
candidate may choose to substitute teach for their official mentor teacher on days that are the *two established field days
up to a maximum of five days during the semester.
3. During Semester 4 (ITE 390, Student Teaching): With the approval of the school principal, the teacher candidate
may choose to substitute teach for their official mentor teacher on days that are scheduled field days up to a maximum of
ten days during the semester.
4. Should a field supervisor observe the teacher candidate demonstrating a high level of difficulty with a substitute
teaching assignment, the field supervisor will contact the principal to discuss the situation to determine if the teacher
candidate will be allowed to continue in this dual role as teacher candidate/substitute teacher.
5. The above policies pertain to paid substitute teaching assignments for teacher candidates enrolled in the
B.Ed.Teacher Education Program on Oahu.
NOTE: During Semesters 3 & 4: At times, students may benefit from having periodic “solo” day experiences that are
outside the ITE required solo experiences. Some of these solo experiences may take place on days when mentors are
engaged in on-campus work sessions that normally would require hiring a paid substitute (i.e., articulation, special grade
level planning days, etc.). In general, teacher candidates benefit from attending such on-campus work session days with
their mentors, but on occasion they may also benefit from having extra solo day experience, provided the mentor is easily
accessible if needed.
With approval of the cohort coordinator, principal, and mentor, Semester 3 students are allowed to “substitute solo”
(unpaid) up to a maximum of two days during the semester, provided that the mentor teacher is on campus and is easily
accessible if necessary.
With approval of the cohort coordinator, principal, and mentor, Semester 4 students are allowed to “substitute solo”
(unpaid) up to a maximum of five days during the semester, provided that the mentor teacher is on campus and is easily
accessible if necessary.
The total maximum number of substitute days, paid and unpaid combined, can not exceed five days for each
Semester 1, 2, & 3 and ten days for Semester 4.
*For each candidate in our regular day program, two field days are established at the beginning of Semesters 1, 2 & 3 as
the official field days.
This policy may be adjusted on a case-by-case basis for students with exceptional needs and/or professional experience.
